Historians debate whether the existence of a rivalry between the ancient Romans and the Carthaginians was in some way load-bearing for the stability of the former's republican system. The defeat of Carthage at the end of the Punic Wars left Rome without a clear enemy abroad and so they found one at home. Systemic oppression has also historically been load-bearing for many societies.
